If you want to create users on the HANA Database from the Netweaver 7.40 ABAP Stack, you might want to take a look at this tutorial on SAP SCN .

As of the writing of this post, currently Netweaver 7.40 SP5 is the latest version which still does only support creating a user on the database without further synchronization of roles or other properties. Also users may only be created with a password not with Kerberos or X509 Certificate authentication.
